In 2023, we launched the Emerging Leaders Programme, a cornerstone initiative aimed at empowering EbEs to develop leadership skills, advocate for their communities, and inspire positive change within the sector. We are creating pathways for EbEs to explore their potential as leaders and contribute meaningfully to the refugee sector.
Designing the project
We began with a skills assessment of EbEs working with the seven EAR partners. Then, we worked with consultants Caplor Horizons to design and deliver the programme of support, responding to the training and skill development needs identified.
The programme was structured around six modules and covered key topics such as authentic leadership, effective communication, and governance in charities.
In the first cohort, the programme combined online sessions with two in-person workshops in London and Liverpool over a six-month period. Based on feedback, we refined the second cohort into a five-month programme with a seamless blend of online and in-person (Liverpool and Birmingham) modules, helping participants stay more engaged.
Motivation for this project
The Emerging Leaders Programme was created to address the barriers that EbEs face in accessing leadership roles and having their voices heard in decision-making. We wanted to empower EbEs with the skills, confidence, and opportunities to drive positive change in their communities and to strengthen diverse representation in leadership.
What Worked Well
One of the key successes was introducing co-facilitators within the second cohort. Selected from among the first cohort’s participants, co-facilitators contributed to a participatory, inclusive training environment and gained hands-on experience. Dividing facilitation responsibilities into two groups ensured equal learning opportunities for all co-facilitators and enriched the learning environment.
The refined programme structure inthe second cohort also proved effective. A shorter, more intensive structurehelped participants build stronger connections and a clearer sense of progression.

Lessons Learned
We encountered several logistical challenges that provided valuable lessons for future iterations:
Childcare Arrangements: In cohort 1, arranging childcare and accommodation proved difficult due to last-minute planning and communications. Improved planning and advance notice in cohort 2 allowed for smoother logistics, making participation easier for those with children.
Balancing Facilitation Opportunities: Managing expectations for the co-facilitation roles. However, weensured that all five co-facilitators had equal opportunities to co-facilitatethe sessions for cohort 2. This experience emphasised the significance ofestablishing clear expectations early in the process and offering additionalfacilitation training for those interested in cohort 3.
Consistent Communication withCoordinators: Giving enough lead in time for recruitment, onboarding andtrouble-shooting is crucial. Enhanced coordination helps to ensure maximum takeup of the opportunity and a smooth experience for participants.
These experiences have underscored the importance of proactive logistical planning, flexibility, and clear communication with all stakeholders, enabling us to provide a supportive and inclusive environment for all participants.
Impact and Feedback
The Emerging Leaders Programme has had a transformative impact on participants, many of whom reported increased confidence, improved communication skills, and a stronger understanding of their personal leadership style. The sense of community created by the programme allowed participants to connect with others who share similar experiences, challenges, and aspirations.
The enthusiasm among participants, especially those interested in co-facilitating future cohorts, underscores the programme’s empowering effect.

Sustaining Community Through the EbE Connective Hub
To extend the programme’s benefits, we established the EbE Connective Hub, a network where Emerging Leaders alumni and other EbEs can stay connected, share knowledge, and continue developing skills. Despite initial challenges in finding a suitable meeting time, we adapted by alternating schedules, making participation more accessible.
The Hub serves as a platform for ongoing peer support and mentorship. Recently, we merged the WhatsApp groups for cohorts one and two into a single community, and we are developing a skills bank where members can share their skills and develop new ones. The Hub aims to become a long-term, community-driven resource for EbEs as they continue their leadership journeys.
Future Direction
Looking ahead, we aim to expand the Emerging Leaders Programme and strengthen the EbE Connective Hub as a central component of the EAR programme. We are currently waiting for the outcome of a funding bid. If this is successful, we hope to extend Emerging Leaders to reach more EbEs, offering continuous support, mentorship, and leadership training.
If funding is not renewed, we arecommitted to a responsible exit strategy that ensures members remain connectedto supportive networks. This will allow them to continue their journeys ofempowerment and professional growth.
Our vision for the future is to grow the Emerging Leaders Programmeinto a model that can be replicated across different communities andorganisations, positioning the Shifting Power EbE Connective Hub as avital resource for EbEs throughout the refugee sector.
Through sustained or extended funding, we can continue to support EbEs in meaningful ways, ensuring the Shifting Power EbE Connective Hub remains a vital resource for individual and community empowerment.
Final Reflections
The Emerging Leaders Programme has demonstrated that a well-designed, inclusive training programme can make a profound difference in the lives of refugee and asylum-seeker leaders. By creating a space that values their voices, experiences, and potential, we are helping shape a future where more EbEs take on leadership roles and advocate for change. We’re excited about the possibility of reaching more EbEs and strengthening this supportive, connected community in the years ahead.
